Whatcom County Overview
Whatcom County Superior Court Records
The Whatcom County Superior Court Clerk maintains records for all Superior Court cases. These include civil matters, criminal felonies, family law cases, probate, and juvenile matters. The Superior Court and District Court in Whatcom County maintain separate records, so it matters which court handled a case. Superior Court covers more serious matters, while District Court handles misdemeanors, infractions, and civil cases under a lower dollar threshold.
Court records in Washington fall under Court Rules GR 31 and GR 31.1, not the Public Records Act. This means you contact the Clerk directly for court documents rather than going through the county's general GovQA portal. The Washington State Courts Odyssey Portal at odysseyportal.courts.wa.gov covers Whatcom County Superior Court case data and lets you search by name or case number. Docket entries and case summaries are available online. For document copies, contact the Clerk.

Whatcom County GovQA Records Portal
Whatcom County uses GovQA for public records requests. You can access the portal through the county's public records page at whatcomcounty.us/328/Public-Records. GovQA lets you submit a request, track its status, receive electronic documents, and communicate with staff. You can also use the Digital Research Room feature to search available records before submitting a formal request.
When you submit a request, be as specific as you can. Give the date range, the department or office involved, and any case numbers or names that are relevant. Under RCW 42.56.520, the county must respond within five business days. That response will provide records, acknowledge the request with an estimate, ask for clarification, or issue a written denial. Denials must cite the specific legal exemption that applies.
Social Security numbers are redacted from records provided online, consistent with privacy protections under the Public Records Act. Other personal information may also be withheld if the record falls under a specific statutory exemption. The county cannot withhold records simply because release might be embarrassing or because of who is asking.
Note: The online inmate roster for the Whatcom County Jail is available separately from the GovQA portal. Check the Sheriff's Office page on the county website.
Whatcom County Property Records
The Whatcom County Assessor maintains property records for all parcels in the county. Assessed values, property characteristics, and tax information are available through the county's online property search tool. The Auditor handles recorded documents including deeds, mortgages, and liens. The Auditor's recording index can be searched online. Together these two offices cover most property-related records in Whatcom County.
For older recorded documents and historical property files, the Washington State Digital Archives at digitalarchives.wa.gov holds digitized records from Whatcom County. The archives are free to search and cover records going back well before modern electronic systems. This is useful for title research, genealogy, or tracking older transactions that did not make it into current online indexes.
Online Search Tools for Whatcom County
Whatcom County offers more online tools than many Washington counties. The GovQA portal handles general department records. The Odyssey Portal handles Superior Court cases. The Digital Research Room within GovQA lets you search available county records before filing a formal request. The online inmate roster provides current jail information. Property searches are available through the Assessor's portal.
For vital records, the Washington State Department of Health handles birth and death certificates statewide at doh.wa.gov/licenses-permits-and-certificates/vital-records. Whatcom County does not independently issue state vital records. If you have trouble with a records request that the GovQA portal does not resolve, the Washington State Attorney General's open government resources at atg.wa.gov/open-government cover your rights and the process for seeking help. The ombudsman can be reached at AGOOmbuds@atg.wa.gov or (360) 570-3418.
